This does sound like an atrocious thing to say:
William Bennett, a prominent official under Ronald Reagan and President
George W Bush’s father, said: "If you wanted to reduce crime you could
– if that were your sole purpose – you could abort every black baby in
this country and your crime rate would go down."
even though he thens says:
Speaking on his Morning in America radio programme, Mr
Bennett admitted that would be "an impossible, ridiculous and morally
reprehensible thing to do".
But, he added, "your crime rate would go down".
But there is also that work by Stephen Levitt (it was him wasn’t it?) showing that the recent fall in crime rates is due to the rise in abortion rates in the 1970s, thus removing from the population those young and poor who are preponderantly responsible for certain types of crime.
By using the word "black" instead of "poor" or "single mother" he’s turned it from a possibly provable contention (there are many who argue with the link between abortion and crime rates) to one which will be dismissed, rightly, as pure racism.
