  1. In the objective measures listed Monaco (see graph on P 18 of the PDF http://www.imf.org/external/pubs/ft/wp/2007/wp0787.pdf ) has a negative number and hence is not a tax haven.
    Obviously the reason why certain people prefer to live in Monaco rather than a kilometre away in Cap d’Ail is that there is a massively more pleasant microclimate covering Monaco and this more than makes up for the cheek by jowl living conditions….
