It might depend on what he means by “detailed ” planning permission. I’m not really familiar with the procedures, but I assume there is an initial stage with a general “permission to develop”, which is then followed by a second stage looking at the actual plans. I expect the developers will want to keep the time between detailed plans being approved and work starting to as short as possible. However, they may choose to hold on to land with general approval for longer than the three months mentioned here.

There was a debate about this on the Today programme.
The figure quoted by the left about the time from planning permission to building, and suggesting that developers are ‘sitting on land’ is a distorted meme. It ignores work that has to be done before the builders can come on site.
