The Boy Dave (M) has announced his plans.

Only really one major problem with it:

If it all goes according to plan, the end result, he hopes, will be a 9.3 million tonne reduction in carbon dioxide emissions each year,
equivalent to taking three million cars off the road.

Given that recycling uses more energy than landfill, this is simply not believable.
