I suspect that this is the sole purpose of employing consultants. If a government department does not want change what better way of stopping it than by employing consultants and saying look how much money we are “investing”.
Yes – and the additional benefit is that manifestly unpopular decisions can be blamed on the consultants instead of ministers.
