This sort of thing is unfortunately common enough within the bureaucracy. A family friend was involved in winding up a govt. supported quango at one time. At issue was the correct pension payments to be made to those laid off. More was paid in consultancy fees to those making the decision than was ever at issue in actual pension payments. Simply the nature of the beast.
