How wonderful:

Then they try to browbeat the Lords into passing the compulsory ID cards bit, claiming it is a manifesto commitment while in fact, the commitment was to voluntary ones.

I don’t know whether it’s generalizable, but consistency is a good thing in oatmeal.
Right. Because the government could easily have hit the target if they’d wanted. Carbon emissions are all controlled by Tony Blair, who has a big brass tap in his office, marked “POLLUTION” which he can turn on and off.
