THe US and Kyoto.

Some sort of contradiction here, eh?

Mr Clinton referred to plans by 192 American mayors, representing 40
million people, to cut emissions by the amount America signed up to
under Kyoto when he was president.


The conference agreed under the Kyoto treaty – which the US has not ratified so cannot veto –

America hasn’t signed up to anything until a treaty is ratified. The rejection in the Senate was 97-3 wasn’t it? Or was it 97-0?

    Mr Clinton never submitted the Kyoto Accords to the Senate for ratification. His critcism of Mr. Bush now rings a false note.
    The U.S. Senate did, however, vote on a resolution to express the sense of the Senate. The vote on that resolution was indeed 97-0.
