Tim, the only problem here is that developing these non-fiscal forms of capital takes quite a long time…and the human part of that capital tends to leave Africa as soon as it becomes possible.
Tim adds: Those points are well covered in Mistry’s longer article. It’s going to create quite a storm when the whole thing is published. I was under an agreement with him that I could quote lightly but not reveal his full argument or quote too extensively. After all, African Affairs haven’t published yet, so I can only do a teaser pointing to them, not replicate the whole thing.

Following my response to Tim’s article and the ensuing discussion, I am still looking forward with eager anticipation to the publication of Tim’s correction on TCS. I have even provided him with a draft.
