Barcepundit has noticed an interesting problem in Spain. Zapatero wants Spain to be the first country to have a referendum on the EU Constitution. OK, fine. However, it might require amending the Spanish constitution first. Which could, in turn, mean that the changes must be passed by a 2/3 majority of the two legislative chambers, new elections held and then the new legislature passing them again. Anyone think the Socialists want new elections so soon?
